I think this is an old "el-pee," an analog music storage device. I've never heard of the record label, but it appears to be a recording of some kind of Metal band. Unfortunately it might as well be a grinding wheel for all the luck you'd have trying to get the music out of it -- you'd need a veritable room full of obsolete hardware to do that.
