More from the apartment building on Birch Street (and 11th?), who's crazily slapped-together dumpster enclosure was top featured in the Fortress dumpster post. That was just the back of the building. In the front, it's all about dog owners. I've never talked to this building's manager, but I'd like too. Something suggests that this person might not be any fonder of binners, than dog owners.
